Senator Alicia V. Barnes

Alicia V. Barnes was born on St. Croix to the late Lionel “Lydie” Barnes of Frederiksted, St. Croix and Norma Maynard Barnes of Gingerland, Nevis. Alicia grew up in Estates La Vallee and Mon Bijou. She is the proud mother of Nile and Nia, whom she considers her greatest blessings. Alicia lives by the motto: “I can do all things through Christ who strengthens me.


Alicia is a product of the USVI’s public education system. She is a 1984 graduate of the St. Croix Central High School where she served as student representative to the curriculum development task force, freshman and sophomore class student council representative, as well as president of her junior and senior classes. Alicia holds a B.S. Degree in Marine Science & Environmental Studies from Hampton University. At Hampton University, Alicia was on the Dean’s and President’s lists and was awarded two internships funded by the National Science Foundation. She also became a member of the Alpha Kappa Alpha Sorority, Inc., served as a Sophomore Class Officer, Resident Assistant, and member of the International Students Association. Alicia obtained her Master’s Degree in Public Administration from the University of the Virgin Islands in 1997.


Alicia’s professional career includes: Director of the Virgin Islands Energy Office, Part-time University Instructor, Legislative Chief of Staff, Environmental Affairs Manager for the Virgin Islands Water & Power Authority, Assistant Commissioner for the Department of Planning and Natural Resources, Assistant Chief Executive Officer of the Economic Development Authority, and Commissioner of the Department of Planning and Natural Resources. 


Alicia has been the recipient of numerous professional and community awards to include the Business and Professional Women’s Organization- Young Careerist and Career Achievement Awards and the Virgin Islands Water & Power Authority – Employee of Merit Award. She has been honored as an “Emerging Leader” by Generation NOW, an “Outstanding Woman of St. Croix” by the Mu Gamma Omega Chapter of the Alpha Kappa Alpha Sorority, Inc., and as a “Woman of Influence” by the New Horizons Women’s Democratic Club. 


Alicia’s life has been dedicated to public and community service. She served as Vice-Chairman and Chairman of the St. Croix District Committee of the Virgin Islands Democratic Party and as an at-large Territorial Committee member. Alicia is an active member of the Mu Gamma Omega Chapter of the Alpha Kappa Alpha Sorority, Inc. She is an active member of the Faith-based Community and is a frequently requested inspirational speaker. Alicia also served as a board member of the Boys and Girls Club of the Virgin Islands.


Alicia V. Barnes takes this opportunity to once again thank the St. Croix Community for electing her to serve as one of St. Croix’s representatives in the 33rd Legislature of the U.S. Virgin Islands. She believes in the great potential of St. Croix and is “Prepared to Serve” – May God Bless the United States Virgin Islands.
