Senator Alicia “Chucky” Hansen

chuckySenator Alicia “Chucky” Hansen was born to Martini Pickering and Medora Paulis Williams; however, she was raised by Mr. Leon and Mrs. Viola Hansen. She graduated from the Jose C. Barbosa High School, and later attended the Inter-American University both in Puerto Rico. Senator Hansen went on to attend the Virgin Islands Police Academy, as well as the University of the Virgin Islands, through arrangement with the Territorial Court of the Virgin Islands. She received training in criminal law and paralegal studies.

Prior to her first term of office in 1986 to the 17th Legislature, Hansen worked as a legal researcher and translator for the Attorney General’s Office and as a Counselor at the then Department of Social Welfare, now known as the Department of Human Services. “Chucky” as she is affectionately known, was the proprietor of the Strong Foundation Institute for Learning, an early childhood educational program. She also taught high school students Spanish at the Limetree Academy on St. Croix. In addition, she owned and operated Chucky’s Boutique.

In the 18th & 19th Legislature, Hansen was Secretary of Inter-Governmental Relations and Territorial Affairs and Vice- President of the 19th Legislature.

During her term in the 20th Legislature Senator Hansen served as a member of the committees on Education, Health, Housing, Parks & Recreation.

In the 21st Legislature, Senator Alicia “Chucky” Hansen chaired the powerful Finance Committee where she appointed the first female Post Auditor in the territory. She served as Vice Chair of the Committee on Housing, Parks & Recreation, and as a member of the Committees on Rules, Economic Development, Agriculture & Consumer Protection, Planning & Environmental Protection. Additionally, Senator Hansen served as Chairman of the Committee on Labor and Veterans Affairs, and a member of the Economic Development, Agriculture and Consumer Protection and Planning and Environmental Protection Committees during the 22nd Legislature.

The 1998 election saw Senator Hansen garnering the highest number of votes for the fifth time on her seventh election. Her success has distinguished her as one of the most vocal and productive politicians historically, out of the district of St. Croix, perhaps the entire Virgin Islands. Alicia “Chucky” Hansen has the record for the highest votes in a senatorial election in the district of St. Croix to this date. She served eight consecutive terms from the 17th legislature to the 24th legislature, and an additional two terms in the 29th and 30th legislatures.

Hansen has chaired the powerful Finance Committee of the U.S. Virgin Islands Legislature twice, once in the 21st and again in the 24th Legislature of the United States Virgin Islands. She delivered four balanced fiscal year budgets on time, with new revenue generating measures, without furthering new taxes on the people of the Virgin Islands.

In her eighth term Senator Hansen made a decision, to depart from what appeared to be, a most secured seat in the senate and instead decided to run for the Office of Governor of the Virgin Islands. That bid was unsuccessful. After a 9 year hiatus, she re-emerged once again, this time to the 29th legislature where she would serve two more terms.

This was the third time, Senator Alicia “Chucky” Hansen served as Liaison to the White House, chairing one of the most powerful legislative committees, The Government Operations Committee and Veterans Affairs, in the 29th Legislature, Vice- chair of Housing and Labor, a member of Rules and Judiciary, Human Services, Sports and Recreation, Economic Development and Agriculture.

As Chairman of Government Operations. Senator Alicia “Chucky” Hansen primarily had oversight of WAPA, Port Authority, Public Works, WICO, Waste Management Authority, GERS, Personnel, Fire, Property & Procurement, National Guard, Lottery, Vitema, WTJX Public Television, Casino Control Commission, and Tourism, in addition to the oversight of our government as a whole.

On November 8, 2016, the people of St. Croix showed overwhelming support by electing Hansen yet again.

Emerging victoriously in her most recent bid to the 32nd Legislature, Senator Hansen dons an impressive record of a solid 11 terms, more than 20 years in elected office.

Senator Alicia “Chucky” Hansen is married to Mr. Esdel Emanuel Hansen Sr., and they are the parents of four children: Esdel Jr., Erskin, Elizabeth and Ericksen Hansen.
