The jurisdiction of the Committee on Workforce, Consumer Affairs and
Culture encompasses and the Committee shall:   

(1) receive, consider, and make recommendations on all bills relating to labor, collective
bargaining, civil service, retirement, worker’s compensation, unemployment insurance,
occupational, safety and health, training and retraining programs, and all matters pertaining
thereto; and

(4) receive, consider and make recommendations on bills relating to the Division of
Personnel, employment agencies, the Virgin Islands Wage Board the Virgin Islands Public
Employees Relations Board, and any other board, commission or agency whose operation or
nature of business is relevant to the operation of the Committee on Education and Workforce
Development;

(5) receive, consider and make recommendations on bills relating to consumer affairs, and
licensing of businesses and professions;

(6), weights and measures, price controls, debt services business, consumer contracts,
protection from fraud and deceptive practices;
(6) receive, consider, and make recommendations on all bills relating to the Department of
Consumer Affairs, the Public Services Commission; the Virgin Islands Real Estate Commission
and any other board, commission or agency relating to consumer affairs;

(7) receive, consider, and make recommendations on all bills relating to cemeteries,
memorials, monuments, and the naming of sites, streets, highways and facilities, all
youth related activities, sports, passive and active recreation activities and parks;

(8) receive, consider, and make recommendations on all bills relating to all cultural
affairs, including cultural heritage, intellectual property rights and artistic activities, the Virgin
Islands Arts and Crafts Factory Development Board, social and cultural institutions and other
products of human works and thoughts;

(9) receive, consider, and make recommendations on all bills relating to antiquities and
historic preservation, including historic fauna, forestry, herbs and other plants or vines used for
cultural medicinal purposes or creation of arts and crafts products, towns, architectural districts,
forts, revitalization efforts, land and underwater archaeological resources, collections, inventories
of historic sites and historic places, and protection of the cultural resources in the Territory;

(10) receive, consider and make recommendations on all bills relating to museums,
government collections and depositories housed in the Territory and other depositories outside of
the Territory, cultural centers and related facilities;

(11) receive, consider, and make recommendations on all bills relating to libraries,
archives and the management of all government records to include land and genealogical related
collections;

(12) receive, consider, and make recommendations on all bills relating to the arts, the
performing and literary arts; Carnival, Festivals, the expressions of the festival arts, celebrations,
and local observances, and matters relating to WTJX Public Television;

(13) receive, consider, and make recommendations on all bills relating to youth;

(14) receive, consider and make recommendations on all bills relating to sports, sports
facilities and complexes, physical fitness, and other recreational or entertainment activities;

(15) receive, consider and make recommendations on all bills relating to naming
of streets, sites, observances and commendations; and
(11) receive, consider and make recommendations on bills relating to any other board,
commission or agency whose operation or nature of business is relevant to the operation of the
Committee on Workforce, Consumer Affairs and Culture.
