Senator Shawn-Michael Malone was born and raised on St. Thomas US Virgin Islands and is the fifth of six children born to the late Roy Milton Malone and Pauline Monell-Francis Williams.  He attended Dober and E. Benjamin Oliver Elementary schools, Bertha C. Boschulte Junior High School and Ivanna Eudora Kean and Sts. Peter & Paul High Schools.  Senator Malone obtained his Bachelor of Arts in Political Science from Hampton University in Hampton Virginia.  His “A” graded senior thesis entitled, Alternative Modes of Political Relationships Available to the U.S. Virgin Islands by the United States of America, was recommended for publishing by his senior thesis advisor.

The Senator’s experience prior to his election to the 25th Legislature of the Virgin Islands included service in all three branches of government on both the local and Federal levels.  He served as District Manager for the Virgin Islands’ Delegate to the U.S. House of Representatives, the Honorable Donna M. Christensen, and was elected to represent Virgin Islands voters on the St. Thomas-St. John Virgin Islands Board of Elections, serving as Chairman and Vice Chairman of the Virgin Islands Joint Boards of Elections. 

 

 Senator Malone’s work in the private sector has included management and auditing duties with the Ritz-Carlton, St. Thomas, the Marriott Frenchman’s Reef Resort, and the Michael A. Simmonds Company.  Senator Malone also worked with the Federal Emergency Management Agency, the V.I. Department of Planning and Natural Resources and as an Aide to former Virgin Islands First Lady, Mrs. Joan Harrigan-Farrelly.  For nineteen years, he has been involved in the life of the Democratic Party on both the local and national levels.  He served as President of the Young Democrats of St. Thomas-St. John (1994-96) and served with the National College Democrats organization (1988-90), and was elected to represent Virgin Islands Democrats as a Delegate at the 1996 and 2000 Democratic National Conventions. 

 

The Senator’s legislative agenda focuses primarily on education reforms, in particular, workforce development initiatives, vocational education reforms, youth development/activities, and major changes to the system’s course curriculum.  Improvements to the Territory’s town centers, roads and neighborhoods, improved federal relations, the adoption of a Constitution, entrepreneurship initiatives and cultural development and preservation round off the Senator’s core legislative agenda. 

 

Among some of the Senator’s major legislative accomplishments are Act 6688 to establish the Fifth Constitution Convention, Act 6642 making Quelbe the official music of the Virgin Islands, Act 6802 to establish March as Virgin Islands History Month, Bill 25-0043, Vetoed by the Governor and Overridden on April 26, 2004, giving the Inspector General Arrest Powers, Act 6728 to increase the fines and penalties as it relates to school vandalism, Act 6750  to increase fines and penalties for abandoned vehicles, Act 6729 to rezone property to allow for tire shredding on St. Thomas and various Acts appropriating funds to repair roads, fund youth programs and allow for significant investment opportunities to occur such as the construction of a $150 million Mega Yacht  Marina on St. Thomas. 

 

Senator Malone is serving his fourth consecutive term having served as the Chairman of the Committees on Education, Culture and Youth, Rules and Judiciary and Government Operations. Malone also served as Senate Vice President during the 27th Legislature.
