Senator Louis Patrick Hill President of the 28th Legislature of the Virgin Islands
Senator Louis Patrick Hill was born on the island of Dominica and graduated from Dominica Grammar School where he served as Head Boy of the Class of 1978. After graduation from high school, he taught English, History, and Geography at the Grand Bay Primary School in Dominica for four years.
In 1982, Senator Hill migrated to St. Thomas , U.S. Virgin Islands . He enlisted in the U.S. Army in 1985 and served seven years in the U.S. Army Infantry Branch, where he emerged as a highly decorated veteran. Among the numerous military awards and commendations received, Senator Hill is a recipient of the Good Conduct Medal, the Army Achievement Medal, two Army Commendation Medals, the Air Assault Badge, the elite French Commando Badge, and the Combat Infantryman’s Badge. As a result of service during the Gulf War of 1991, Senator Hill was awarded the Bronze Star.
Senator Hill’s educational achievements include an Associate Degree from Central Texas College , a Bachelor’s Degree in Management from the University of Maryland and a Master’s Degree in Public Administration from the University of the Virgin Islands . He is a proud alumnus of the prestigious Toll Fellowship. Senator Hill worked with the Virgin Islands Water and Power Authority for four years. In 1999, he joined the administration of Virgin Islands Governor Charles Wesley Turnbull as the Administrator of St. Thomas and Water Island . In 2005, Senator Hill accepted an appointment as a member of the Governing Board and Executive Committee of the Council of State Governments.
Community service is a duty of all conscientious citizens and it is a responsibility that Senator Hill enthusiastically embraces. He served as a board member for the Public Employees Relation Board (PERB), the Magen’s Bay Authority, the USDA Urban Forestry Council of the Virgin Islands , the Bovoni Weed and Seed Steering Committee, and the United States Virgin Islands Chapter of the Boy Scouts of America.
He possesses the spirit of an activist who brings passion and honesty to the pursuit of social justice and political and economic empowerment for the masses. Senator Hill credits Nelson Mandela and Mahatma Gandhi as two of the strongest influences on the shaping of his spiritual resolve and the development of a personal philosophy of life.
After serving as Administrator of St. Thomas and Water Island , he was elected to serve his first term as Senator in the 25th Legislature of the Virgin Islands where he served as Secretary for Intergovernmental and Territorial Affairs and Chairman of the Committee on Planning and Environmental Protection.
Re-elected to the 26th Legislature, he served as the Chairman for the Committee on Finance, Secretary for Intergovernmental and Territorial Affairs, Vice-Chair for the Committee on Rules and as a member of the Committee on Education, Youth and Cultural Affairs; Housing, Sports and Veterans Affairs, Government Operations and Consumer Protections, and Public Safety, Homeland Security, and Justice Committees.
He continued to serve when re-elected to the 27th Legislature on the Committees on Education, Culture and Youth; Economic Development and Agriculture; and Housing, Sports, and Veterans Affairs.
Re-elected to the 28th Legislature, Senator Hill serves as the Liaison to the United States Congress; Vice-Chair for the Committee on Housing and Veterans Affairs; and as a member of the Committees on Education; Health; and Economic Development, Energy, and Technology. For the first quarter of the term, Senator Hill served as the Chairman of the Committee on Appropriations and Budget, and was then elected to serve in his present capacity as the President of the 28th Legislature of the Virgin Islands .
