Carlton "Ital" Dowe was born on St. Thomas, United States Virgin Islands to the late Issa Barry-Thomas and Henry Dowe. He is married to Jacqueline Smith-Dowe and is the proud father of six children- Shenika, Roane, Shawn, Ly-nelle, J'Koi, and N'Kai.

He attended the Evelyn Marcelli Elementary school as a youth and is a proud graduate of the Charlotte Amalie High School. After taking several courses at then College of the Virgin Islands (now University of the Virgin Islands), he attended Miami Dade Community College where he earned two degrees, an Associate of Science in Fire Science and Technology and an Associate of Arts in Fire Administration.  He later attended John Jay College in New York where he obtained a Bachelor of Arts Degree in Criminal Justice.

With a long history of public service, he has served as a Deputy US Marshal and a firefighter who rose through the ranks to become the youngest Fire Chief in Virgin Islands history. He also served as Director of the Virgin Islands Fire Service during the Schneider Administration. 

Senator Dowe was first elected to the 24th Legislature, served in the 25th Legislature and in the 27th Legislature of the US Virgin Islands. During his tenure, he has championed Education and Emergency Service Initiatives, supported Capitol projects, and remains focused on the “bread and butter” issues that affect each of us on a daily basis.
