Born on August
29, 1968, on St. Thomas, U.S. Virgin Islands,
Senator Malone is a seventh generation Virgin
Islander and the fifth of six children born to
renowned musician and tax consultant, the late Roy
Milton Malone of St. Thomas and the former Pauline
Leona Monell of St. Croix. His maternal grandparents
are the late Daniel Monell and Veronica Innis of
Vieques, Puerto Rico and St. Croix, respectively.
His paternal grandparents are the late George Malone
of Tortola and Eunice Celestina Barthlett of St.
Thomas. He is also the great-nephew of National
Civil Rights Activist, Roy C. Innis (originally of
St. Croix) and great-grandson of the late James and
Rosa Barthlett; the latter was one of the pillars of
the Virgin Islands Democratic Party in the 1950s and
1960s.
Senator
Malone has distinguished himself as a leader in the
Virgin Islands community. His involvement in a
myriad of political, civic and social organizations
has been his way of life since he was a child.
Senator Malone’s work experience before his election
to the 25th Legislature of the Virgin
Islands included service in all three branches of
government on both the local and Federal levels
spanning seventeen years. Most recently, he served
as District Manager (STT-STJ) for the Virgin
Islands’ fourth elected Delegate to the United
States Congress, the Honorable Donna M. Christensen,
and was elected to represent Virgin Islands voters
on the St. Thomas-St. John Board of Elections. He
was unanimously elected by his colleagues to serve
as Chairman of the St. Thomas-St. John District
Board of Elections and Vice Chairman of the Virgin
Islands Joint Boards of Elections during his
four-year term. His work in the private sector has
included management and auditing duties with the
Ritz Carlton, St. Thomas, and the Marriott
Frenchman’s Reef Resort, MASCO (Michael A. Simmonds
Company) and Community Motors. Shawn-Michael also
worked with FEMA (Federal Emergency Management
Agency), and the Virgin Islands Department of
Planning and Natural Resources. Furthermore, he
served as an Aide to former First Lady, Joan
Harrigan-Farrelly and the Territorial Court of the
Virgin Islands.
Senator Malone’s community involvement record
includes his work as the Assistant Director for
training of the Sebastien Majorettes and Marching
Band, a member of the St. Thomas Humane Society,
memberships with the St. Thomas-St. John Chamber of
Commerce, Omega Psi Phi Fraternity, Inc. (Zeta Xi
Chapter), the alumni associations of Hampton
University and Sts. Peter & Paul School, the Friends
of the Library, the Mungo Niles Cultural Dancers,
St. Thomas and St. Croix Heritage Dancers and a
member of the Knights of Columbus. Senator Malone
is an active member of the Catholic Diocese of St.
Thomas, the Virgin Islands with memberships in both
Holy Family and Sts. Peter & Paul Parishes.
Senator Malone has been recognized by the Virgin
Islands Democratic Caribbean Alliance Organization
(2001), Sts. Peter and Paul Alumni Association
(1995), the Federal Emergency Management Agency
(1996), the Federal Bureau of Investigations (1998),
U.S. Customs Service (1998), the Sebastien
Majorettes & Marching Band (1993 & 2003) and the
Virgin Islands Commission on Status and Federal
Relations (1989) for his outstanding service to the
community, as well as his professional and political
accomplishments.
Senator Malone attended the Dober and E. Benjamin
Oliver Elementary Schools, Bertha C. Boschulte Jr.
High School and Eudora Kean and Sts Peter and Paul
High School. He graduated from the latter in 1986
with honors. Senator Malone obtained his Bachelor
of Arts in Political Science from Hampton University
in Hampton, Virginia. His “A” graded senior thesis
entitled, Alternative Modes of Political
Relationships Available to the U.S. Virgin Islands
by the United States of America, was
recommended for publishing by his senior thesis
advisor.
Senator Malone was the Secretary of the 25th
Legislature and Chairman of the Committee on
Government Operations in the 25th Legislature.
Currently in the 26th Legislature, Senator Malone
serves as the Liaison to the White House, Chairman
of the Committee on Rules and Judiciary, member of
the Committees on Education and Youth (Vice-Chair),
Economic Development and Planning, Government
Operations and Labor and Agriculture. Senator Malone
was also an ex-officio member of the Virgin Islands
Public Services Commission and currently serves as
the Chairman of the Virgin Islands Law Revision
Commission.
