Understood to be “The Rule of the People”,
Democracy presupposes an enlightened populace, for no people can rule or
exercise self-governance in ignorance.Therefore, it must ever be the intent
of those charged with moving this territory forward to heighten the
political awareness of each member of its citizenry through a historical
framework that gives rise to dignity and yields prosperity.
In the words of the Honorable Minister Louis Farrakhan, “If this is to be a
government of the people, by the people, and for the people, then the
enlightenment of the people must be the cornerstone of a truly democratic
society. It is only when the masses of the people are enlightened and
have enlightened self-interest that their vote in a democratic society has
real meaning”. Beyond the vote, through deliberate efforts, the people must
be afforded the opportunity to offer guidance to their elected officials
that ensures a just government, more humane in its policies.
Today, the political empowerment of Virgin
Islanders is entrusted in the hands of each elected member to the 27th
Legislature of the Virgin Islands as we voice the aspirations of the people.
While espousing the egalitarian or utilitarian principle, beseeching us to
accomplish the greatest good for the greatest number, our focus must be on
the general well being of those of the most humble status. The greater gains
will be realized when we lift from the lower rung rather than continue to
exalt the inflated. We are committed to unprecedented social enhancement and
economic enrichment.
As we, the members of this august body assume
our legislative responsibilities which are to make laws, set spending
limits, oversee the operations of government and act on the concerns of our
constituents, we are mindful of the challenges that come with growth. We all
know the inertia of “business as usual” politics and the gravity of
complacent bureaucracy. By your consensual confidence and with the blessings
of you the people, the 27th Legislature is Organized for Progress. We are
willing and ready!
