Senator Louis Patrick Hill was
born on the island of Dominica, and graduated from
Dominica Grammar School. After graduation from high
school, he taught English, History, and Geography at
the Grand Bay Primary School, in Dominica, for four
years.
In 1982, Senator Hill migrated
to St. Thomas, U.S. Virgin Islands. He enlisted in
the U.S. Army in 1985 and served seven years in the
U.S. Army Infantry Branch, where he emerged as a
highly decorated veteran. Among the numerous
military awards and commendations received, Senator
Hill is a recipient of the good Conduct Medal, the
Army Achievement Medal, two Army Commendation
Medals, the Air Assault Badge, the elite French
Commando Badge, and the Combat Infantryman's Badge.
As a result of service during the Gulf War, Senator
Hill was awarded the Bronze Star.
Senator Hill's educational
achievements include an Associate Degree from
Central Texas College, a Bachelor's Degree in
Management from the university of Maryland, and a
Master's Degree in Public Administration from the
University of the Virgin Islands. Senator Hill
worked with the Virgin Islands Water and Power
Authority (WAPA) for four years and has served as
the Administrator for St.Thomas and Water Island, in
the first administration of Governor Charles Wesley
Turnbull.
A praiseworthy community
activist, Senator Hill served as a board member for
the Public Employees Relation Board (PERB), the
Magen's Bay Authority, the USDA Urban Forestry
Council of the Virgin Islands, the Bovoni Weed and
Seed Steering Committee, and the United States
Virgin Island Chapter of the Boy Scouts of America.
He is a member of the Virgin Islands Hospitality
Focus Group and currently serves on the board of the
United Way of St.Thomas-St. John. He is married to
the former Desiree Smith and they are the proud
parents of four children; Luther, Denita, Ebony and
Natalia.
Senator Hill is finishing his
first term as a Senator of the 25th Legislature of
the Virgin Islands where he is the Secretary for
Intergovenmental and Territorial Affairs. He also
chairs the Committee on Planning and Environmental
Protection, vice-chairs the Committee on Labor and
Veterans Affairs, and is a member of the Committee
on Education, Committee on Finance, Committee on
Government Operations, and the Committee on Rules.
He is preparing for his second term as Senator, in
the newly elected 26th Legislature, commencing in
January of 2005.
