Carlton "Ital" Dowe was born on St. Thomas, United
States Virgin Islands to Ms. Issa Barry-Thomas and
Mr. Henry Dowe. Senator Dowe is married to
Jacqueline Smith-Dowe and is the father of six
children- Shenika, Roane, Shawn, Ly-nelle, J'Koi,
and N'Kai.
Carlton Dowe attended John Jay College
in New York and obtained a Bachelor of Arts Degree
in Criminal Justice. He also graduated from Miami
Dade Community College in Florida and obtained an
Associates Degree in Fire Science/Fire
Administration.
Carlton Dowe served in the 24th
& 25th Legislature of the Virgin
Islands. He was also Fire Chief and Director of the
Virgin Islands Fire Service and a Deputy United
States Marshal.
As a Senator in the 24th & 25th
Legislature, Senator Dowe was instrumental in
championing many causes that directly affected the
quality of life of people in the Virgin Islands.
However, there are two pieces of Legislation that
Carlton Dowe is extremely proud of. The first is
the enactment of the bill to create the Supreme
Court. The second is Legislation that rezoned
property to create the Leonardo “Nardo” Trotman
Road.
